List public tokens

This endpoint will return every publicToken that has not been exchanged. Public tokens can only be exchanged once, and a connection is not available for you in other endpoints until you exchange its publicToken. You can indicate the externalId to retrieve only tokens for that external id.

Retrieve every public token still not converted to a connection token for the current app
